In a major pro-youth development step, the Bihar government, under the leadership of Chief Minister Nitish Kumar, has announced the formation of the Bihar Youth Commission. This decision was approved during the Bihar Cabinet meeting held on Tuesday morning, July 8, 2025, and is being seen as a game-changer for youth empowerment in the state.
A Promise Towards Youth Empowerment
CM Nitish Kumar shared the big news himself via social media, stating that the formation of the Youth Commission is aimed at ensuring employment, skill development, and overall empowerment of the youth of Bihar.
“The Bihar Youth Commission will work to create more employment opportunities for our youth, train them, and make them self-reliant and capable. The cabinet has given its approval today,” he said.
This move also aligns with the state’s broader development agenda ahead of the upcoming elections, sending a strong message that the youth remain a top priority.

What Will the Bihar Youth Commission Do?
The newly approved commission is expected to play a central role in addressing the challenges and aspirations of young people in the state. Here’s what we know so far:
- Leadership Structure: The commission will have 1 Chairperson, 2 Vice-Chairpersons, and 7 Members.
- Age Criteria: All members must be 45 years or below.
- Primary Responsibilities:
- Recommend policies for better education and employment for the youth.
- Ensure local youth get preference in private sector jobs within Bihar.
- Address issues faced by Bihari students and professionals working/studying outside the state.
- Design awareness and prevention programs against substance abuse like alcohol and drugs.
- Act as an advisory body to the government on all youth-related matters.
Not Just Another Announcement
This isn’t just another bureaucratic body—it is expected to act as a bridge between youth and government, helping identify grassroots-level issues and drive meaningful change.
It’s also part of the Bihar government’s clear effort to engage youth meaningfully in the development conversation, especially as the state prepares for elections where youth turnout and sentiment could be decisive.
Cabinet Meeting: What Else Was Discussed?
The cabinet meeting, held under the chairmanship of CM Nitish Kumar, started at 10:30 AM on Tuesday. Key issues such as education, health, electricity supply, and road infrastructure were also discussed. Deputy CM Samrat Choudhary and other senior ministers were present during the session.
While the formation of the Bihar Youth Commission stole the spotlight, it’s part of a wider strategy to push reforms and infrastructure development simultaneously.
Final Thoughts
The announcement of the Bihar Youth Commission is a welcome step—especially in a state where a large percentage of the population is under 35. Whether it can effectively deliver on its promises will depend on the implementation, the people appointed, and how well it collaborates with government departments.
But one thing is clear: Bihar’s youth are finally getting the attention they deserve.
