‘Expunction’: what is it?

The term “expunction” refers to the removal or striking out of unsuitable language from Parliament’s official records. The removal of comments or phrases said in Parliament frequently results in a clash between the ruling party and the opposition. The presiding officer of the House is responsible for determining which sections of the speech should be eliminated.

What is the procedure for deleting speeches?

Actually, the head of the reporting division has to notify the Speaker of the Lok Sabha or the Presiding Officer about any unparliamentary statements and provide pertinent justification. The Speaker decides whether the terms are unparliamentary in accordance with Rule 380 and notifies the reporting department of his judgment. Subsequently, the remarks are struck from the transcript and noted in the proceedings with the notation “deleted in accordance with Speaker’s directive.” Later, the editorial service, Sansad TV, and the Speaker’s office receive access to the list of terms that have been removed. Their exclusion from the official record is also explained.

What guidelines apply to having a record expunged?

No member of Parliament may be prosecuted in any court for anything they say in Parliament or any committee within it, according to Article 105(2) of the Constitution. Nevertheless, Members of Parliament are not allowed to speak within the House. The Expungement from the record is mentioned in the Lok Sabha’s norms of procedure and business conduct. According to Rule 380, “If the Speaker is of the opinion that words have been used in the debate which are abusive or indecent or unparliamentary or unbecoming, the Speaker may, in his discretion, order that such words be expunged from the proceedings of the House.”

What occurs when a word is eliminated?

Elements of proceedings that have been deleted vanish from Parliament’s archives. Even if they are mentioned during the live broadcast of the proceedings, the media is not permitted to report on them.
